Do you mean anybody in any genre who sings and writes songs ?

Or are we confining it to the soul-bearing mainly acoustic troubadour trope as the term s/s was originally coined to describe ?

And can they be in a group or do they have to be solo ?

Of the last 20 years? I haven't got a clue. I try not to listen to anything less than 40 years old.

Ok then, if not 'best', I can suggest 2 other parallel topics that could run on this thread. Substitute 'favourite singer songwriters of last 20 years', and another topic: who are the high-profile pop singer/songwriters of thw last 20 years here in UK. Presumably Ed Sheeran & Ellie Goulding are 2 of them, but I don't know their music well enough to hum one. perhaps it's time I turned our radio back on to the pop channels. Equally well it's Sunday so I'll head for Cerys programme, maybe she'll play something by a candidate for the original title of this thread

Ryan Adams for a couple of years around the turn of the millenium

Jeff Buckley (Grace was 1994, so just comes within the 20 years)

Plus a few of the old gang have produced fine work in the last 20 years, including Cohen, Randy Newman, Waits and Richard Thompson (but not Neil Young, I'd say). Dylan's last great album, 1997's Time Out Of Mind, also falls within the time frame.

And after 30 years in the business, Ry Cooder suddenly morphed into a great singer-songwriter circa 2005 with Chávez Ravine and has since followed with My Name Is Buddy ,
I Flathead, Pull Up Some Dust and Sit Down and Election Special, five very special albums within an eight year span.

If the requirement is to have produced a consistently high standard of challenging work throughout the last 20 years then Albarn probably wins by a mile, although Will Oldham is also a good call.

No winners - it'll be first among equals next, and all that bollox. We've all got opinions, they say they're like assholes, except in one important degree of difference. One should inspect one's opinion/arsehole scrupulously and regularly, and then be prepared to amend it
